ISLAMABAD, Pakistan: President Dr. Arif Alvi said on Wednesday that local government is an effective system of governance providing for devolution of power and resources in addition to easy access to the public.
At the closing session of the 2021 National Conference on Local Democracy: Moving Forward, the president said that according to the Constitution, local government is a provincial subject.
The president said the constitution mentions the local government system about 22 times; however, forcing the provinces to put the system in place and the state had a role to encourage.
The president said that since its inception, the country has witnessed an old struggle for power and resources as each government strives to achieve the maximum of both.
President Arif Alvi said, giving a historical account of the local government system, that Ayub Khan introduced the BD system to serve his own interests.
The president said the local government system existed even 3000-4000 years ago, as evidence of community life had been found in Moenjodaro, making the Indus civilization the only one to have such an organized system comprising planned roads, sewers and even toilets.
The president said local government was a devolved subject; however, it was essential to implement it in accordance with the constitutional spirit to resolve public issues without any problems.
President Arif Alvi, who previously distributed souvenirs to heads of local council associations, asked the assembly of elected representatives of local communities to identify problems, learn from past mistakes, plan for the future and ensure effective implementation.
Referring to Islamic history, the president said that whenever the Holy Prophet Muhammad (peace be upon him) assigned responsibility to someone, he strictly advised them to maintain public contact, to adjust the level. of life according to people to know their problems.
The president said the local government system has 5Ds, including decentralization of power, distribution of resources, diffusion of authority, devolution of management and decentralization of service cadres.
European Union Chief of Operations Ovidiu Mic said the EU highly values the system of local government, as citizen participation in democracy and decision-making will lead to effective governance.
Ovidiu Mic said that being close to the people, the local government is also a catalyst for development.
The president of the Association of Local Councils of Punjab Tahir Iqbal Chaudhry, the Association of the President for the Development of Local Governments in Pakistan Rajan Sultan Pirzada and the President of the Association of Local Councils of Khyber Pakhtunkhwa Himayatullah Mayar also took the floor. word.
